FRANK H. SPINK Biography The Spink Consultancy was formed in 1997. Building on a thirty year career at Urban Land Institute, and prior experience in public planning, construction, and architecture, the consultancy provided planning, land use, and development services as well association and publishing management. It is closed. While associated with the Urban Land Institute from 1967 to 1997, Mr. Spink was co-author or contributing author for many ULI books; and, supervised the production of over 50 titles, dealing with residential, industrial, shopping center, mixed use, hotel, timesharing, planned unit development, condominium and homeowners associations, residential street design, cultural facilities and many other topics. He was the project manager for the Dollars & Cents of Shopping Centers, the principal source of income expense data on U.S. and Canadian Shopping Centers. He was director of all non-residential research for many years. He also served as professional staff or member on ULI Panel Advisory Services. Spink also was responsible for the development of the Institute's publications program; created the PROJECT REFERENCE FILE in 1971; and, oversaw its conversion to an online publication in 1997. Created the COMMUNITY BUILDERS HANDBOOK SERIES in 1975 in separate volumes--setting forth best development practices for residential, office, business and industrial park, mixed use, shopping center, downtown, and recreational development; and, was managing editor and contributing author to the series until 1996. Created INSIDE ULI as ULI’s membership information newsletter and later folded it into Urban Land magazine which, as publisher, he grew from issues averaging 32 pages to a four-color magazine with advertising averaging over 100 pages per issue. ‘ He retired as Vice President/Publisher in 1997 Spinkl has been a guest lecturer at Georgia Tech, George Washington, George Mason, and Catholic Universities. In 1988 he was a participant in a delegation, under the auspices of the American Planning Association, to China who’s role was to advise the Chinese on land economics, planning and development. He served for three years as the American Planners Association’s representative to Prince Georges County, Maryland’s task force on Building Excellence. He also served for many years on the U.S. National Committee of the International Building Congress; and, on the Urban Design and Housing Committees of the American Institute of Architect’s and initiated and coordinated a joint cooperative agreement between the American Institute of Architects, the Urban Land Institute and the National Trust for Historic Preservation. He also served and member and chair for research committees of the National Cooperative Transportation Research Program of the National Research Council, National Academy of Science. Prior to 1967 he was Planning Director for Pleasanton, California and staff member in Fremont, California and Bellevue, Washington, and Officer in Civil Engineering Corps of the U.S. Mr. Spink held membership of the American Institute of Certified Planners; and, served as a national examiner for many years prior to the adoption of the written exam. He was elected to Lambda Alpha International Land Economics Society in 1976; and, served as International President 1998-99. He is a Founder and Trustee Emeritus of the Partners for Livable Communities honored in 1997 with the Institutional Builder Award. He listed in Who’s Who in America and Who’s Who in American Art. He holds a Master of Urban Planning from the University of Washington and a Bachelor of Architecture from the University of Illinois.
