Jolene Saul

Biografía:
Jolene Saul has nearly 20 years experience in affordable housing and community development in both the public and private sectors. She has played key roles in facilitating affordable housing development, providing strategic and policy recommendations for economic development initiatives, and creating opportunities for BIPOC- and women-led businesses. Jolene is founder and principal of Revolve Community Development, an affordable housing and community development consulting firm. Services include development strategy and planning, financial consulting, project management, and program design and implementation. Prior to founding Revolve, Jolene was Senior Vice President at Brinshore Development, a national affordable and mixed income housing developer. At Brinshore, Jolene was responsible for managing projects from conception through construction and lease up. She developed 600 apartments and homes, totaling $230 million in investment in Illinois, District of Columbia, and Virginia. Immediately before joining Brinshore, Jolene was a Senior Director at the Chicago Housing Authority (CHA) where she planned and implemented efforts to provide long-term affordable housing opportunities throughout Chicago. At CHA, she created over 900 housing opportunities for people on the authority’s waitlist. Jolene also oversaw the implementation of an $18 million HUD grant to address the foreclosure crisis in the City of Evanston, Illinois. Through that effort, the city and its development partner brought 100 apartments and homes back to productive use and added 32 new construction units—all as affordable housing. Just as critically, the Evanston NSP2 project exceeded goals for minority-, woman-, and Evanston-owned contracting and Section 3 hiring .
