Katie Troutman is an International Realty Specialist with the U.S. Department of State, Bureau of Overseas Buildings Operations (OBO), focusing on real property acquisitions and disposals within a 20,000 property, $520 million leasehold and $32 billion owned global portfolio. OBO directs the Department’s worldwide real estate program that serves the U.S Government community abroad, including leases, licenses, purchases, sales, disposals and public-private partnerships, while also providing real estate guidance to U.S. diplomatic missions, Department of State Management, and other U.S. Government agencies with international property interests. Katie has personally managed and closed over $330 million in transactions in over 80 countries, with geographical concentrations in Central and East Asia, the Middle East and Africa, with additional assignments in the Western Hemisphere and Europe. Katie frequently collaborates with high-level foreign and domestic government officials and private sectors leaders on all types of real property transactions and has played a major consulting and management role in large-scale project initiatives, such as OBO’s Public-Private Partnership (PPP) program. Selected current projects include a PPP with a solar developer in the Bahamas, the purchase of housing compounds in Dakar, Senegal and Phnom Penh, Cambodia, the development of an ambassador’s residence in Sarajevo, Bosnia-Herzegovina, and strategic housing plans for the U.S. diplomatic communities in Tel Aviv, Israel and Lagos, Nigeria. In 2011, Katie was deployed as part of the skeleton team tasked with reopening the U.S Embassy in Tripoli, Libya; Katie assembled the current interim embassy compound in two weeks, while the revolution was ongoing. Other notable acquisition efforts include the negotiations for the State Department presence throughout Iraq, relocating the U. S Embassy in Jakarta, Indonesia to interim office space, and the acquisition of 7.5 acres of property expansion of the U.S Embassy in Kabul, Afghanistan. Prior to her tenure at State, Katie worked as the Senior Debt Analyst at Holliday Fenoglio Fowler LP, arranging debt and equity for commercial real estate deals, as well as managing the debt analytical team. She oversaw the production and underwriting of nearly $2.3 billion of debt, equity and structured finance in 66 transactions. Before joining HFF, Katie worked for Trammell Crow Company. She holds a real estate salesperson’s license in Washington, DC, Maryland and Virginia. Katie earned a Bachelor of Arts in Architecture at Yale University, a Master of Science in Real Estate at the Carey School of Business, Johns Hopkins University, and a Certificate in Entrepreneurship from Stanford University’s Graduate School of Business.
