C Change Intervention Briefing: Financing the Retrofit Challenge

These solutions need to consist of a blend of public and private sector actions, including increased data collection, more extensive risk modelling in the light of strongly expected policy changes, and the design of blended finance products that mobilise capital at the required scale.
