Jay Brown
Biography: Jay Brown is Chairman and Managing Director at Hayat Brown in Washington, DC. He leads the P3 | Infrastructure | Real Estate Advisory practice. Mr. Brown specializes in strategic, transactional, and public/private real estate services to universities and federal, state, and local public institutions. With over 25 years of public sector and real estate experience, Mr. Brown has performed and overseen numerous public-private transactions, financial feasibility and market studies, and asset repositioning strategies to help universities and public sector clients generate revenue, reduce costs, eliminate deferred maintenance, and fund needed capital improvements with alternative financing and delivery methods. Significant recent experience includes: – Advising the City of Falls Church on a mixed-used transit-oriented development (TOD) P3 project that will help fund the development of w new high schools. – Advising Travis County in the acquisition of a newly developed civil and family courthouse and the monetization of a downtown parcel to help fund the new courthouse. – Leading a Program Management Office for a portfolio of over 20 projects for Howard University focused on delivering critical housing and student life facilities, as well as monetizing underutilized assets. – Conducted feasibility study and cash flow analysis for student housing projects and Morehouse College and Dartmouth College. – Advised Fairfax County on the feasibility and viability of the Phase 2 redevelopment of the former Lorton penitentiary. – Assisted the Army, Navy, Air Force and the Federal Bureau of Investigation in monetizing a variety of real estate assets through public-private ventures, third party financing, development initiatives and other alternative delivery methods, including military housing privatization and enhanced use leases for underutilized real estate. – Assisted several state and municipal agencies including the S
