Fernando Costa

Biography:
In October 2024, I retired from the City of Fort Worth after 26 years of service -- sixteen as an assistant city manager and ten as planning director -- and I opened Costa Consulting to advise clients on economic and community development projects. Before moving to Texas, I worked for eleven years as planning director for the City of Atlanta and another eleven years as a planner for the Middle Georgia Area Planning and Development Commission. Before entering local government, I studied civil engineering and city planning at Georgia Tech and served as an officer in the U.S. Army Corps of Engineers. My ULI experience has included service as a Global Governing Trustee, member of the Americas Executive Committee, chair of the DEI Committee, member of numerous Advisory Services panels, chair of Vision North Texas for the DFW District Council, and a variety of other activities.
