Biography:
Dorian DeBarr is President for Decide DeKalb Development Authority, DeKalb County’s independent economic development agency. He oversees financial planning and analysis, fiscal reporting, budgeting, compliance, accounting, information technology, human resources, the County’s tax allocation districts (TADS), and Build DeKalb. Prior to joining Decide Dekalb, DeBarr served as Interim Chief Financial Officer at Invest Atlanta, the economic development agency for the city of Atlanta. He was responsible for financial management and accounting for Invest Atlanta and each of its closely related entities, including, but not limited to, Atlanta Emerging Markets, Inc., Downtown Development Authority, and the Urban Residential Finance Authority. He oversaw the fiscal welfare of each of the city’s ten tax allocation districts (TADs). During his time with Invest Atlanta, DeBarr managed several bond issuances, including over $220 million of revenue bonds issued to finance the development and construction of the new Mercedes-Benz Stadium in downtown Atlanta; ensured that tax allocation district funds were appropriately utilized and oversaw more than $250M in fund expenditures, which resulted in capital investments throughout the city of Atlanta, including the Atlanta BeltLine TAD, as well as the Westside and Eastside TADs. Prior to Invest Atlanta, Mr. DeBarr served as manager with the public accounting firm Mauldin & Jenkins LLC, where he gained expansive financial knowledge of several industries. He audited financial institutions, non-profits, local governments, transit authorities, development agencies, and school districts. DeBarr is a graduate of Georgia Southern University where he earned both his Bachelor of Business Administration and Master of Accounting degrees. He is a certified public accountant in the state of Georgia and is an active member of the both the American Institute of Certified Public Accountants and the Georgia Society of CPAs.
