Biography:
Freedman is a partner in the Washington, D.C. office of Powell, Goldstein, Frazer and Murphy. His areas of expertise include federally assisted housing programs, restructuring debt obligations, low-income housing tax credit transactions, investments in rental housing, public finance, and real estate lending and transactions. He also deals in federal legislation, congressional investigations, and the policies and decisions of the executive branch as they affect the housing and real estate industries. Freedman served as deputy assistant secretary for housing policy and budget at the U.S. Department of Housing and Urban Development, and as deputy director for legislation at the Environmental Protection Agency. He has held several staff positions with the U.S. House of Representatives. He combines this experience with a knowledge of low-income tax credits, new capital market financing mechanisms, and mortgage finance to advise clients involved in real estate financing and transactions. For the nation's largest provider of mortgage money, Freedman developed a program to back tax-exempt bonds for rental housing. Other clients of Freedman include various state and local housing agencies, numerous private developers and owners of low-income housing, non-profit development corporations, and a national organization of state housing agencies. Freedman served as counsel to the National Housing Task Foce. He has written a number of articles on such topics as national housing policy, low-income housing tax credits, and the effect of tax reform on housing. He also has conducted numerous speaking egagements ind seminars on low-income housing tax credits, tax-exempt finance, and national housing policy.
