Charlene Heydinger

Biography: Charlene Heydinger is president of the Texas PACE Authority, (TPA) the facilitator of $486.5 million in competitive longterm capital for energy and water saving investment in Texas commercial property. TPA is the nonprofit administrator of more than 90 Texas PACE programs reaching 75% of the Texas population. Ms. Heydinger also led the legislative effort in support of the Texas PACE Act and the collaboration to create uniform model program of best practices for Texas local governments. PACENation recognized Char as one of three national 2020 PACE Champions. She served as general counsel to US House Republican Leader Bob Michel and as counsel to the Senate Judiciary Committee, and House Judiciary and Energy and Commerce Committees. She then served as vice president and Washington counsel for Capital Cities ABC, Inc and as executive director of the Topfer Family Foundation in Austin, Texas. Heydinger is a member of the Texas, Washington, DC, and Michigan Bar Associations.
