David Howard

Biography:
David L. Howard is a senior executive and transformational leader that has a broad-range of experiences within both the public and private sector industries such as transportation, smart innovation, technology, diversity, equity and inclusion, economic and real estate development, public policy strategy and general operations. Howard is the founding principal of the DL Howard Consulting Group, LLC, a consulting firm focused on providing strategic design, thought leadership and broad-ranged programming implementation expertise for government, not-for-profit, private, and public sector industries. He brings trusted and proven leadership and experience as a policy leader and chief executive at the local, state, and national levels. He has developed a reputation as a reliable visionary and thought leader in the fields of smart and connected cities, transportation equity and innovation, transit-oriented development, real estate and economic development, land use planning and public policy. Howard most recently served as the Deputy Director and Chief Operating Officer for the North Carolina Pandemic Recovery Office (NC PRO), which manages the oversight of the organization’s overall operations including the grants administration, and Data Management teams. The primary purpose of the NC Pandemic Recovery Office (NCPRO) is to effectively manage Coronavirus Aid, Relief, and Economic Security Act (CARES) received by the state, the American Rescue Plan Act (ARPA) dollars received by the state, the Emergency Rental Assistance money, and other federal COVID-19 pandemic dollars as allocated to the State of North Carolina by Congress.
