Biography:
Houlemard received a Bachelor of Arts degree in Political Science from the University of California, Santa Barbara Campus in 1973 and a masters degree in Urban Studies from Occidental College in Los Angeles in 1976. He also was a Public Affairs Fellow of the prestigious CORO Foundation in 1975-76 completing his internships throughout the St. Louis Center. His professional career in real estate development and urban planning management began when he was appointed assistant executive director of the Pasadena Urban Coalition in 1976. In 1980 he was appointed project manager for the Pasadena Community Development Commission. Three years later, he was appointed by the Govenor to work for the California Department of Housing and Community Development as executive director of the Century Freeway Housing Program in Los Angeles. Houlemard also served in state wide capacity as Cheif of the Community Affairs Division of the Department in Sacramento. He was president and cheif executive of his own real estate development and consulting firm in Los Angeles working for private developers, neighborhood organizations, municipalities, and non-profit corporations. He rejoined the University of California as Director of Community Planning and Land Development for the University of California where he leads community planning of all inclusion areas and development on and off campus. In addition he serves as the University representative on the City of Santa Cruz Planning Commission and City Housing Advisory Committee, and the Fort Ord Reuse Group.
