David Powell
Biography: David L. Powell is a member of the Florida Bar and a shareholder in the Tallahassee law firm of Hopping Green & Sams. He practices in the fields of land use, growth management, and facility siting. He has prepared the regulatory strategy and advised clients on large-area plans, master-planned communities, coastal resorts, and industrial projects throughout the state, and has participated in a number of official state government policy reviews. Current and recent projects include large-area plans for Deseret Ranches in Osceola County, Blue Head Ranch in Highlands County and the Knight Trust property in Washington and Bay counties; and the South Florida Inland Logistics Center in Palm Beach County. Other representative projects include the Riverland/Kennedy DRI in Port St. Lucie; Southwood DRI in Tallahassee; the Watercolor DRI, Watersound North DRI and Watersound Beach PUD in Walton County; the Windmark Beach DRI in Gulf County; the Wild Heron PUD and Pier Park DRI in Bay County; and planning for the 2,000-acre Welaunee Critical Area Plan in Tallahassee. He is a graduate of the University of Texas at Austin, Columbia University, and the Florida State University College of Law, where he was Editor-in-Chief of the Florida State University Law Review. Among his 2011 listings is “Best Lawyers in America” for Real Estate Law and Land Use and Zoning; “Chambers USA: America’s Leading Lawyers” for Real Estate Law (Zoning / Land Use); and Florida Trend Magazine’s “Legal Elite” for Environmental and Land Use Law. He is an adjunct professor of law at Florida State University, teaching the “Planned Communities” course in the environmental and land use law certificate program.
