Rob Roy Parnell

Biography:
Rob Roy Parnell, Inc. was started in 1992 as commercial construction boutique firm and high-end custom homes builder as a part- time endeavor for Rob Roy Parnell while being as an employed by the State of Texas. In 1998, the firm begin focusing on accessibility consulting. Parnell’s interest in accessibility consulting began when the State of Texas program was known as the Elimination of Architectural Barriers (EAB) program and was under the same state agency where Parnell began his public service career, The State Purchasing and General Services Commission now known as the Texas Facilities Commission. He is the author of the National Council of Architectural Registration Boards-Mini-monograph for Barrier Free Design and the 2010 ADA Standards. Graduating from the School of Architecture at Texas A & M University, Mr. Parnell is a member of Tau Sigma Delta (Honor Society in Architecture). The firm focuses not only in accessibility related matters with thousands of reviews and inspections performed, Parnell has been on the TDLR Elimination of Architectural Barriers Advisory Board since 2009, remains as a subject matter expert for test questions for the Registered Accessibility Specialist Exam and is retained by construction attorneys as a subject matter expert in litigation cases related to accessibility. In addition, the firm provides expert testimony related to design and construction defects and related delivery failures in capital projects and consults on higher education issues related to capital delivery and Public Private Partnerships. With his previous experience as a leader in the delivery of over $5 Billion in state capital projects, Parnell, Inc. provides the right project solutions for owners, design and construction professionals and attorneys.
