David Warburton

Biography: A Chartered Surveyor with extensive experience in land development, placemaking and regeneration in both the private and public sectors. David started his career with Lovell Partnerships , before working across the UK as Director of Development and Regeneration for built environment charity The Prince’s Foundation. He subsequently held senior roles at UK government regeneration agency English Partnerships, The Homes and Communities Agency and Homes England; he spent two years on secondment to the West Midlands Combined Authority as Head of Land and Development where he led on the delivery of the £250m Housing Deal and created the Combined Authority’s Single Commissioning Framework covering its £360m investment in land, housing and commercial property. David first joined urban regeneration specialist Urban Splash in 2020 and has recently taken up the role of Development Director, currently focussing on implementing an innovative 20-year city-wide regeneration partnership with Swansea Council, Urban Splash's first venture in Wales. David volunteers as a mentor to young leaders in real estate and as an RICS APC Assessor, supporting and helping to develop the careers of future property professionals. He is a non-executive director on the RICS Regional Board, and is an active member of the Urban Land Institute in the UK and sits on its Midlands Executive Committee.
