Report Summary:
Eastwick United Community Development Corporation (CDC) and the Office of Sustainability of the City of Philadelphia engaged with ULI Philadelphia for a Technical Assistance Panel to help develop a plan for improving the safety and well-being of Eastwick neighborhood residents who currently live in a floodplain and have experienced severe, repetitive flooding. Working in partnership, Eastwick United CDC and the Office of Sustainability were interested in exploring the idea of a land swap arrangement that would allow the most at-risk homeowners in the neighborhood to relocate to new housing on a currently undeveloped parcel of land owned by the City of Philadelphia and situated on higher ground within the Eastwick neighborhood.
