The Downtown San Diego Partnership and City Center Business Improvement District invited the ULI San Diego – Tijuana District Council to provide expert advice on an area with C Street forming its spine and extending from Union Street to Tenth Avenue, and Broadway to B Street, to create desired results for the following outcomes.
- Develop a realistic plan of action, which could be executed by stakeholders in the study area and subareas, and which should chart a path to achieve a vision of a vibrant, interesting, and bustling corridor.
- Highlight opportunities for public and private investment in the study area.

- Bring stakeholders together behind a common vision.
