Opportunity Zones is a public policy designed to encourage investment in economically-distressed areas. Tax incentives are offered to investors in Opportunity Zones to improve underserved communities. A few years in, a recent report found that the OZ tax breaks have disproportionately benefited wealthy investors and underwritten large projects that accelerate the gentrification of neighborhoods. There has been far less impact on stabilizing fragile neighborhoods through investment in small businesses and community-scale, attainably-priced projects.
