Opportunity Zones is a public policy designed to encourage investment in economically-distressed areas. Tax incentives are offered to investors in Opportunity Zones to improve underserved communities. A few years in, a recent report found that the OZ tax breaks have disproportionately benefited wealthy investors and underwritten large projects that accelerate the gentrification of neighborhoods. There has been far less impact on stabilizing fragile neighborhoods through investment in small businesses and community-scale, attainably-priced projects.

This ULI Nashville NEXT discussion considered answers to the timely questions: “What has been the actual impact of OZs?”, “Are they functioning as designed?”, "What has worked and what hasn’t…and why?” It also explored the potential future of Opportunity Zones based on this discussion.
