ULI Europe C Change for Housing: Moving from Barriers to Breakthroughs in Decarbonised, Affordable Housing

These two challenges are deeply interconnected - tackling one without addressing the other risks locking in both inequality and carbon emissions for decades to come. This webinar marks the launch of the C Change for Housing programme's first research outputs: an open-source interactive systems map and companion report that uncover the barriers preventing the decarbonisation of affordable housing in Europe and identify how the industry can overcome these challenges.

The webinar demonstrates how the C Change for Housing resources can help the sector align efforts, replicate success, and move from pilots to scalable solutions. Offering insights from a panel of industry leaders, the session explores where action is needed most urgently - from redefining the business case and leveraging technology and construction innovation to diversifying delivery, tenure and reuse models and unlocking new financial solutions. Speakers showcase inspiring initiatives already driving transformation across Europe: city-led retrofit partnerships, modular housing innovation, new finance mechanisms, and adaptive reuse projects.
