Report Summary:

The ULI Terwilliger Center for Housing is pleased to present Building the Future: Innovations in State and Local Policies to Boost Housing Supply, an in-depth exploration of the innovative policies that governments across the U.S. are adopting to tackle the country’s pressing housing shortages. With housing costs escalating, this publication highlights key strategies for the public sector to increase housing availability and affordability—including zoning reform, financial incentives, and the integration of housing with transit as tools. This report was informed by the presentations and discussion at the 2024 ULI Charles H. Shaw Symposium on Urban Community Issues.

The state and local policies profiled in this report— representing just some of the many efforts to expand housing supply that are taking shape in the United States today— center around three themes:

  • Reform zoning and other regulations to unleash housing production;  
  • Connect resources that maximize the impact of housing investments; and  
  • Leverage land, finance, and the adaptive reuse of outmoded buildings to create new opportunities for residential development.  

"Building the Future" serves as a guide to forward-thinking policies, offering valuable insights into the diverse solutions being implemented to boost housing supply across the country.
