Gregory Heller is a Director at Guidehouse who leads the firm’s Housing & Community Solutions practice. He has significant experience with both public-sector and commercial clients working on housing programs and policy, community finance, real estate advisory, and local reinvestment strategies. Prior to joining Guidehouse, Greg held a senior leadership position in Philadelphia’s local government as executive director of the Philadelphia Redevelopment Authority. In this role he worked on developing approaches to complex community finance challenges, managed much of the city’s affordable housing investment, and oversaw the redevelopment of large publicly owned assets. He worked closely with an array of stakeholders on equitable community development approaches. Greg has won a number of honors for his public sector work, including the 2021 Community Leadership Award from the Urban Affairs Coalition and AIA Pennsylvania’s Government award in 2017. Greg was a member of the Urban Land 40 Under 40 in 2016. In 2019 Greg’s agency won the Urban Land Institute’s national Robert C. Larson Housing Policy Leadership Award. In 2015 Greg spoke at TEDx Philadelphia on “How to Set Up Social Impact Real Estate.” Greg has written a number of articles in publications such as Governing, Chronicle of Philanthropy, and Next City on housing and urban development . He also authored a biography of Philadelphia’s former city planning director, “Ed Bacon: Planning, Politics, and the Building of Modern Philadelphia” (University of Pennsylvania Press, 2013). Prior to his public sector work, Greg was the CEO of a national consulting group where he worked with clients across the U.S. focusing on community finance and social-impact real estate.
