Biography:
Elinor R. Bacon- #25761 President, ER Bacon Development, LLC 2002 Elinor Bacon is President of ER Bacon Development, a real estate and community development company focusing on urban redevelopment. ER Bacon Development is a partner in Hoffman Madison Waterfront, developer of DC's Wharf. The final development phase opened in October 2022. She is also a partner in several other developments with PN Hoffman including 525 Water Street and The Banks. In January 2001, Elinor Bacon became Chief Executive Officer of the National Capital Revitalization Corporation (NCRC) in Washington, DC, a quasi-public real estate development corporation established by the Washington DC City Council. The mission of NCRC, a public/private, city/federal endeavor, was to spur economic development in the District, both downtown and in its neighborhoods, with primary emphasis on neighborhoods in need. Initial funding of $25 million was provided by Congress and $75 million by FNMA. FNMA also provided $100,000 in start-up funds. From June 1997 through December 2000, Ms. Bacon served in the Clinton Administration, under Secretary Andrew Cuomo, as Deputy Assistant Secretary for the Office of Public Housing Investments, U.S. Department of Housing and Urban Development. In this capacity, she administered the $4.2 billion HOPE VI. Program and other Public Housing Capital Programs, with annual appropriations of approximately $2.5 billion. Before joining HUD, Ms. Bacon was a private real estate developer and consultant in Baltimore where she established her firm, Bacon & Company, in 1985. The company focused on affordable housing, adaptive reuse, historic preservation and development management of public purpose urban projects.
