Biography:
Marsha Kaiser Managing Principal PB Placemaking Washington, DC Marsha Kaiser is the National Director of Parsons Brinckerhoff’s PlaceMaking group and has over 30 years’ experience in transportation and land use policy and planning experience. The PlaceMaking services within Parson Brinckerhoff are aimed at planning and revitalizing communities through the integration of land use, transportation and economic development. Her work in transit oriented development and station area planning has ranged from large regional approaches such as the Tysons Corner Urban Design Study, to individual station projects such as the Baltimore State Center, to policy and program studies such as the evaluation of the Washington Metropolitan Transportation Authority’s Joint Development Program and TOD policy development for systems such as LA Metro, Phoenix Valley Metro, South Florida Regional Transportation Authority. Marsha has led and supported the creation of TOD plans and studies for intercity, commuter, heavy, and light rail station, street car, brt and bus stations throughout the country. Her strong leadership and management skills have earned her a national reputation in the ability to acquire consensus within divergent groups and successfully achieve project completion. Marsha’s firsthand experience working within the intricacies and sensitivity of the political/governmental environment augments the planning and policy skills she brings to a project. Her forte is in the development and implementation of complex, public-sector programs that involve technical analysis, policy guidance and building collaborative partnerships. Prior to joining Parsons Brinckerhoff, she served as the Planning Director for the Maryland Department of Transportation, involved in directing and guiding innovative multi-modal transportation solutions throughout the state.
