Biography:
Ed Steinberg has been professionally involved in planning, development, and public administration since 1966. In June of that year, he received a Master of Science in Urban Planning degree from the Graduate School of Architecture and planning at Columbia University. Following graduation, he joined the New York Regional Office of the federal Urban Renewal Administration, which later became part of the U.S. Department of Housing and Urban Development (HUD). Mr. Stienberg spent four years at HUD, with responsibilities for urban renewal project delineation and planning throughout the Northeast, primarily in northern New England. An undergraduate background in government, his major at Columbia College was invaluable in execution of responsibilities of administration, management, and program coordination with local agencies and other public and private organizations. At HUD, Mr. Steinberg was involved with approximately one hundred projects and programs in about fifty communities of every size, type and condition. In 1970, he received the Regional Administrator's "Sustained Superior Achievement" award. In mid-1970, Mr. Steingberg resigned his position at HUD to join the White Plains, New York, Urban Renewal Agency as a staff planner. In October 1972, he was appointed Planning Director of the Agency. He bacame Acting Director in August 1976, and Executive Director in January 1977. At the White Plains Urban Renewal Agency, Mr. Steinberg worked in nearly every element of planning, funding and execution of the redevelopment program. He managed the City's first application for a Section 701 planning grant and helped the City launch its Comprehensive Plan updating. He prepared and managed the approval of several amendatory applications for grants to HUD and New York State, helping to increase federal and state support for the renewal program by more than $32 million. Mr. Steinberg was also responsible for the City's first two annual applications for Community Development Block Grant funds, which yielded grants of $3.7 million per year.
