Report Summary: This report, led by ULI Southeast Florida and Caribbean, summarizes the recommendations of a focus group convened to explore the use of Transfer of Development Rights (TDR) as a climate adaptation strategy in south Florida. Convened by the Miami-Dade County, this focus group project was a follow-up to the ULI Arch Creek Basin Advisory Services Panel hosted by the County in 2016.
