    • Caroline Koch, Water Policy Director of the WaterNow Alliance on water conservation incentive programs that can support equitable and distributed water infrastructure investments, helping to keep water utility rates affordable.
    • Joel Benson, Planning Director and Former Mayor of Buena Vista, Colorado, on Buena Vista’s water allocation policy to help set aside water for affordable housing.
