    • Benji Smith, Applied Economics PhD Candidate at the Wharton School at the University of Pennsylvania on tap fees and water dedication requirements and how they affect development patterns and housing prices.
    • Caroline Koch, Water Policy Director of the WaterNow Alliance on water conservation incentive programs that can support equitable and distributed water infrastructure investments, helping to keep water utility rates affordable.
    • Joel Benson, Planning Director and Former Mayor of Buena Vista, Colorado, on Buena Vista’s water allocation policy to help set aside water for affordable housing.
