Paula Boutis

传：Paula has more than 20 years of experience advising on issues involving municipal governance, land development and environmental management. More recently, she has developed expertise in public health law and governance. Paula’s unrelenting eye for detail informs her assessment of facts and issues and supports her ability to work closely with clients to resolve disputes effectively and efficiently. As Counsel to the firm’s Municipal and Land Use Planning Group and Environmental Law Group, Paula advises on a wide range of municipal governance, land use planning and environmental law matters, including pollution prevention and management, brownfields redevelopment, environmental assessment and endangered species issues. As part of her municipal practice, she works with the firm’s Integrity Commissioner team and conducts closed meeting investigations. She also acts as counsel for public health units in Ontario, both in relation to their core health law mandate and as general counsel for corporate and governance matters. Her experience includes drafting by-laws, opinions, managing civil litigation and prosecution files, regulatory investigations, tribunal hearings, compliance advice and civil litigation for various corporate, municipal and individual clients. She has appeared before numerous tribunals, including the Ontario Land Tribunal (formerly the Local Planning Appeal Tribunal) and the Health Services Review and Appeal Board, and before all levels of court in Ontario. Paula served as a member of the Ontario Land Tribunal for two years where she adjudicated and case managed numerous planning appeals and other matters, including a municipal ward boundary appeal.
