Peter Zuk

Peter M. Zuk is Chief Capital Officer of Metrolinx, an agency of the Province of Ontario in Toronto, Canada, a role he assumed in June 2017. As such, Mr. Zuk oversees a ten-year, $43 Billion (CAD) capital program produced by the Metrolinx Planning and Development organization which has a mandate to provide a Regional Transportation Plan for the Greater Toronto and Hamilton Region (GTHA). This portfolio of work is dominated by P3 projects. Prior to this assignment, between 1991 and 1999, he was the Project Director of the $14.6 Billion Boston Central Artery Tunnel Project which was the largest, most complex, most technically challenging urban infrastructure project in United States History. Under his leadership, the Ted Williams Tunnel was honored by the American Society of Civil Engineers as its Outstanding Project of 1996 and Mr. was awarded the ASCE Construction Management Award in 1999. Mr. Zuk went on to oversee the largest telecommunications project in United States, the Level 3 Intercity fiber-optic network, another $14 Billion project involving construction simultaneously in 38 states and five European countries. The project was completed on time and on budget in a thirty-month period between 1999 and 2001. Between 2004 and 2008, Mr. Zuk was Chief Programmes Officer and a member of the Board of Directors of the London Underground, one of the world’s iconic transportation organizations, where he oversaw all construction and maintenance activities including a $30 Billion program of infrastructure improvements called “Transforming the Tube”. During this period, Mr. Zuk oversaw refurbishment of the London Underground after the 7/7 2005 terrorist bombings of the Underground in which interrupted service was fully reestablished in a 45-day period. Mr. Zuk was involved with London’s successful bid for the Olympics and in transportation planning and construction required for those games. During this period, Mr. Zuk played a “hands-on” role in accelerating completion of the London Underground Train Radio and City of London Public Safety Agency radio systems. Between 2008 and 2011, Mr. Zuk oversaw a $100 Billion program of national reconstruction in Libya consisting of 120,000 units of housing and full urban infrastructure in four cities, which was interrupted by the revolution of 2011. Between July, 2012 and the present, Mr. Zuk has been a Principal of Zuk International LLC, providing expert advice to cities, states and national governments in connection with major infrastructure programs both in the United State and internationally. Mr. Zuk is a native of Danvers, Massachusetts and prior to his career in Program Management, had careers in law and government as an attorney in private practice, an Assistant Attorney General, a Selectman and Town Moderator in the Town of Danvers, Massachusetts and a Commissioner in Essex County, Massachusetts.
