C Change for Housing Hero

Europe’s housing system faces two intertwined challenges: affordability and decarbonisation. Rising rents, energy costs, and ageing, inefficient buildings have placed mounting pressure on households while driving over a third of Europe’s energy-related emissions. Progress toward affordable, low-carbon homes at scale remains slow due to deeply interconnected, complex, and systemic barriers.  

To help the industry understand and address these barriers, ULI Europe launched C Change for Housing, a collaborative programme that has convened more than 120 experts from across investment, development, housing, finance, policy, and the third sector. Together, they mapped the full system to identify where intervention is needed to drive the greatest impact. 

The open-source interactive systems map and companion report help make sense of the complex ecosystem of barriers across the housing sector. The map showcases leading initiatives and case studies already tackling these challenges, from city-led retrofit partnerships and new finance mechanisms linking carbon and affordability, to adaptive-reuse projects transforming vacant buildings into sustainable homes. 

Together, these resources create a shared evidence base to help the sector align efforts, replicate success, and move from pilots to scalable solutions that make affordable, low-carbon housing the norm across Europe. Notably, they highlight twelve high-impact intervention areas for collective action:

1. Optimising strategic land assembly

2. Mainstreaming integrated planning

3. Establishing universal definitions and measurement

4. Enhancing public-private-civic collaboration

5. Fostering community and resident collaboration

6. Redefining the business case

7. Unlocking financial solutions

8. Aligning investment with long-term community needs

9. Diversifying delivery, tenure and reuse models

10. Leveraging low-carbon innovation

11. Investing in value chain upskilling and reskilling

12. Enabling system-wide knowledge sharing
