Robert Gardner
Biographie : April 2006 ROBERT J. GARDNER, Managing Director, Los Angeles, heads all residential commercial, economic and litigation support assignments dealing with market evaluation, market positioning, economic base assessment, financial feasibility, and fiscal implications of commercial and residential real estate projects. Mr. Gardner is particularly involved on highest and best use engagements where market trends are given residual land value expressions. He has 32 years of experience of which 20 are at RCLCo. RCLCo is very active in urban infill development and economic development, and Mr. Gardner manages those assignments. In Downtown Los Angeles, we have conducted market research for most of the new and adaptive reuse condominium developments, either active or planned. For Boeing Realty Corporation, we are that company's market consultant as it seeks a new orientation for its current 200+ acre landholding at Long Beach Airport (former airplane manufacturing). In Downtown Sacramento, we recently provided residential market research and development directions to CalPERS (California Public Employees' Retirement System) for its R Street project. West of Denver's Lower Downtown (known as LoDo) and fronting a future regional park, which in turn fronts the South Platte River, is a new 1,900-unit residential (for sale and rental housing) project. The project is called Riverfront Park, and East West Partners is the developer. This project will be greater Downtown Denver's largest single residential in-fill development. RCLCo has performed the market and financial feasibility analyses. Contiguous to the East West Partners' development is Trillium Corporation's landholdings (four million square feet of commercial development and 2,000 residential units) for whom we are currently preparing market, financial and product programming analyses. Mr. Gardner manages all public sector engagements, covering market analysis, financial feasibility, consumer research and fiscal impact. Examples of typical clients include: Cities of Anaheim, Bell Gardens, Carson, Fullerton, and Santa Ana; County of Orange (reuse of El Toro MCAS); and Cities of Phoenix, Prescott Valley and Goodyear. Master-planned communities represent a major business line for RCLCo. Relevent projects that Mr. Gardner has either directed or managed include: business strategy plan evaluation concerning a the Estrella master-planned community outside Phoenix for AEW Capital Management; active participation in the identification, evaluation and selection of a developer (ultimately DMB Associates) to form a joint venture relationship with Caterpillar, Inc. for development of 6,000 acres in western Maricopa County, Arizona; market analysis programming for Stonehaven, a new golf-oriented residential community in Scottsdale; and residential and commercial pricing and absorption for SunCal Company's new planned community in Fullerton, California, Intracorp's new Cougar Mountain in Issaquah, Washington, AIG's Dove Valley project in Denver, Forest City's development of Stapleton Airport in Denver, Glorious Land Company's proposed new community in the Coachella Valley (Palm Springs area) of Southern California, and McCormick Land Company's McCormick Woods planned community in Kitsap County, Washington. Mr. Gardner also serves as an expert witness on real estate economic issues. In these situations, he provides market knowledge, residual land value estimates, and economic development strategy. Several years ago, he was the expert witness on a San Bernardino case which led to the largest civil rights verdict ever awarded to a developer for the wrongful denial of a development project by a public entity. He previously served on the Board of Directors of the Los Angeles Headquarters Association, NAIOP (National Association of Industrial and Office Parks)/Los Angeles Chapter and Westside Urban Forum (Los Angeles). He is active locally with ULI's Los Angeles District Council specifically with local Panel Advisory Sessions. On three occasions, he has served as a member of Urban Land Institute panel advisory studies. Lastly, he is a regular speaker on real estate forums throughout California and has lectured on market research and financial feasibility at UCLA Extension Courses. Mr. Gardner holds a Master Degree in City and Regional Planning from U.C. Berkeley and a Bachelors Degree in Economics from UCLA.
